The Health Economics Unit (HEU) conducts the Public Expenditure Review since 1995. Each round of the PERs has a different focus, which is determined by the prevailing situation or challenges in the health sector or issues that require attention for future policy direction. Budget and expenditure are key to achieving sector policy goals.

 

It is important to examine the policy framework as well as budgetary and expenditure framework, which in turn will help to understand whether budget allocation and expenditure patterns support the strategic priorities in health, population, and nutrition (HPN) sector. So far, HEU had conducted 11 PER since 1995. The objective of the 11th PER (1997-2014) is to examine the trends in public spending during a period/time series in order to assess the performance of health sector particularly the sector-wide programs over the period.

 

PER, in light of the sectoral policies, particularly the Health Care Financing Strategy 2012 tries to examine inter alia the following:

 

  • How much does the public sector spend?
    • (Public sector includes MOHFW, other ministries such as the Ministry of Defense, Ministry of Home Affairs and so on.)
  • How is the health expenditure financed? How much is GoB contribution vi's-à-is that of development partners?
  • What is financed/spending by function and inputs (e.g. salary, equipment, drugs, etc.?
  • Are public resources being used efficiently?
  • Does public spending ensure equity? Does it reach the poorest group of the population or the poorer districts/upazilas?
